Flood Warning for Carroll, Columbiana, Jefferson OH and Hancock WV Until 6:30 AM Thursday
The National Weather Service in Pittsburgh PA issued a Flood Warning at 11:38 p.m. EDT on Wednesday, September 9, 2026, in effect until 6:30 a.m. EDT on Thursday, September 10, 2026, according to the agency's warning record.
The warning covers Carroll OH, Columbiana OH, Jefferson OH, and Hancock WV, the record states. Specifically, it includes northeastern Carroll County, southern Columbiana County and northeastern Jefferson County in east central Ohio, as well as Hancock County in northern West Virginia.
According to the warning, small stream flooding caused by excessive rainfall is expected. Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring, and streams continue to rise due to excess runoff from earlier rainfall, the agency said.
The National Weather Service advises: "Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles." The situation is developing.
